Weaver Rings

Has anyone seen rings like these before? What kind of base are they off of? Am I missing parts?

Those are swing away mounts - Pachmayer made them as well.
The idea was that you could swing the scope out of the way if you wanted to use the iron sights. They obviously take a different base as well.
