Here's part of the CTV article. Seems the dumping was in 2009.

A central Alberta town has pleaded guilty, and been fined tens of thousands of dollars, after it was found to be releasing wastewater into a nearby river two years ago.

The Town of Ponoka faced one charge under the Fisheries Act, after Environment Canada received a complaint about dead fish in the Battle River in June of 2009.

An investigation found the town was releasing water from their wastewater lagoon into the Battle River; analysis performed on samples found the outflow was harmful to fish.

As a result of the charge, the Town of Ponoka will have to pay a fine of $70,000, of the total fine, $3,750 comes from the Fisheries Act, and the remaining $66,250 is to go into the Environmental Damages Fund and will pay for conservation and protection efforts of fisheries and fish habitat in the Battle River and the surrounding area.
