Does anyone know what species of fish these are?

Almost all minnows/smelts are either emerald shiners or spot tailed shinners

You can get minnows from a fish store and breed them!

NO!!!

Bait Fish means any of the following:
 suckers (family Catostomidae)
 sticklebacks (family Gasterosteidae)
 trout-perch (Percopsis omiscomaycus)
 Iowa darter (Etheostoma exile)
 minnows (family Cyprinidae), except carp, goldfish and the
western silvery minnow.

Note: Pet store fish (tropical fish) or crayfish cannot be used as bait fish.

Buy some minnows from a company in the states and breed them. My buddy does and then he salts them and freezes them

I'm thinking that a minnow trap would be easier and cheaper. :)
