BTW, what would you recommend as a course of action if he wants to look at my bag with no warrant.
I'm guessing that you mean a fish and wildlife officer or a member of the RCMP? I'm also guessing you are referring to a search for possible illegal fish? If that is the case then the only place they need a search warrant for is your place of residence.
