I have been told you can fish the peace as high in the tributary as the high water mark? Is this true when the trib is still closed to fishing till the end of the month?

Interesting scenario, but I don't think so. The Peace River can come up 10 vertical feet or more and can back up smaller tributaries for hundreds of meters.
