Check out the signs around the ponds.

If you are fishing the ones in the Lethbridge ponds you may get in trouble.

There is signs stating that they are an ongoing project that you U of L has going on.

They are plant eaters so the only things that will consistently get them biting would be some sort of plant lure.

dough balls may work also or maybe a fly made to look like some of the floating plant matter on that pond.

never actually hooked one in the mouth, but we had them in a few neighbourhood ponds when I was growing up and the only way we ever "caught" them was when they got snagged while casting cranks.

i've caught them with a home made "grass" fly. when they get up over 10lbs they fight like a freight train.
best of luck

In the past we have had a riot targeting normal carp by sight fishing and then casting a maggot imitation fly in their path.

Not sure if a grass carp would be interested though.

Had some pretty good luck catching them in idaho with some doughballs. Just pick up some pilsbury doughboys bread dough, throw that on a j hook and suspend it just off bottom under a slip float and your in business.
