trolling motor problem

I just bought I boat 17.5 fiberglass, it has a motor-guide electric motor with foot peddle control. I find it has a mind of its own, the steering seems to not react to the pedal as it should? I wonder if any of you guys have seen this before, or know someone that repairs them?

When ,the motor is in the water is the top seated properly in the bracket ...
If its not responding it may not be locked in

You may have to clean the contacts on the foot peddle. i had a wireless foot peddle that use to act up if batteries were low ( I assume yours is wired so not your issue) But if contacts on foot rocker got dirty or corroded it would act up.
