Roosters in Feb at the locations you mentioned will be a tough go. They tend to follow the warmer water south in the winter months, You may get a couple smaller ones but the numbers just won't be there like they are in the summer months.

Yeah February is tough for Roosters even from a boat...your best bet is to head down to Huatulco! You can find them there that time of year but if not there's always an epic Tuna run to keep you occupied.
