Looks to me like someone was using their RC quadcopter. They have 4 led lights 2 blue and usually 2 red so the person piloting it knows the orientation of the quadcopter while it's in flight. They are often used to shoot pictures/ video. Some have thermal cameras used for detecting heat signatures in power lines or even search and rescue operations. Police use to detect grow OPs/ investigations or track a fugitive on the run. Or maybe it's a UFO...
