Spray Lake question

I asked this earlier , how do you determine legal bait for spray ...

says no bait fish soooooo ? Do the fish and w guys want to see the package to determine origin .....Thanks

smelts are legal I believe and Maggots

smelts ,herring, and shrimp are not considered bait fish.
