I've noticed some bodies of water listed in the regs as "bait; except bait fish allowed" and others that just say "bait fish not allowed". Does this mean that you can still use bait, just not bait fish, at places that are listed as "bait fish not allowed"?

Yes bait would be allowed in those waters(as long as there isn't a zone specific bait ban covering that water...).

Most waters say bait ban if you can't use any type of bait. You do have to be careful though as some of the zones don't let you use bait in most streams for example so make sure you check not only the lake but also the zone it is in...

Similarly don't forget about the lakes in some of the ES zones that say bait allowed but when you look up the zone regulations you realize that bait fish aren't allowed even though it says nothing about this under the lake specific listing(or even on the sign at lake...)...

It's not complicated... Read the regs. It's all outlined at the start of each zone very clearly. The regs are the only rules that really matter despite what a sign at the lake says.
