Does this ever happen with walleye tags? If a person missed putting in, can a guy buy undersubscribed tags for certain lakes?

I think so but its slim pickings...last I checked there was only Smoke, Iosegun and Wolf lakes left for undersubscribed, every thing else is all gone.

I bought tags for pigeon last year for under subscribed, not sure when they become available tho.

I heard through the grapevine all undersubscribed tags were gone the first day they became available other than the 3 lakes I stated above.

It says right in the draw regulations when under subscribed are available. I picked up tags for 6 people the day they became available and they weren't at any of the lakes above.

Yes undersubscribed are usually available.. depends on how many draw tags are allocated of class a, b,c for a certain lake. Whatever is left over are sold first come first serve via undersubscribed. The last 2 years you could get them a few weeks after for pigeon and they even had class A. This year was b or c and sold out asap. I got 9 for my family the morning they went on sale
