Can temporary foreign workers get a WIN and/or sport fishing license in Alberta?

Temporary foreign workers can fish in Alberta, they just can't keep any.

Where in the regs does it say that? I just looked and could not find any specific regs for non resident from outside Canada other than not being able to export fish.

I know not all tfw's are stupid but...

I ran into one last year, we were chatting for a bit as he was fishing. ( How i know he was a tfw)
Turns out he thought catch and release meant you catch, kill the fish, then release it back into the water.
Not kidding.

Unless I missed it or there is something in the printed regs that is not in the online regs.

I haven't had a chance to look for this specifically but I'm not sure why it would be that way if they paid for their WIN and license like everyone else
