What is a 2016 Walleye Special Fish Harvest?

So I was cruising around my e-mails today as I'm want to do now and then and I see the new deadlines for fishing and hunting draws.I was hoping that i could buy one of the hundreds (thousands?) of undersubscribed fishing licenses that are still available at Pigeon lake, but i guess i'm still stuck up north.
I did notice that there are 2016 Walleye Special Fish Harvest Licences for sale, but could not get much info. on REALM. I'll Call them tomorrow, but thought some of you guys might now

I think it's referring to the draw for tags, since the regs and Alberta Relm both refer to the tags and the lakes and call it a Special Walleye License.

You are only allowed one draw per year. If you put in and received one you can't get a second one, even if it's a under subscribed.
