Question on value of motor?

I don't know if the motor runs, what would you offer for a late '80's 8hp Evinrude? Found one that hasn't been used for 3 years so I have no idea if it runs or not. Don't want to offer too much or too little...

Assuming its a rope start (elec. start wasn't added, short shaft, tiller).. late 80's, hasn't ran for a a few years.

The caution would be in the carb. not having ran for 3 years, there is a high likely hood that there is going to be a problem there, and would need a carb kit.
