How do you know he's right? This wikipedia anyone can write on it you can change anything not reliable facts. The article which may or may not be factual said this was being done in 2013 and they upgrading infrastructure which they have changing from coal to renewables. Conspiracy theory

Dude that teaches history, economics, geography, and foreign policy. It's sorta my job ta know this stuff.

Look it up in the Economist or other more credible sources.

China has itself poised in an extremely interesting position to allow itself to do this sort of stuff. Extremely controlling, yet stable and functional government combined with traditional Confucian dynamism culture allowing them to play an extremely long game with massive, world altering projects such as these. It's the same concepts that allowed them to build the Great Wall during the Ming Dynasty.
