Fishing license question

My boy just turned 16 half way through December. Since fishing licenses expire/renew April 1st, does he need to get one for the last couple months of the season?

I would think so. If there was a 16 year old who's birthday was back in June, and didn't have a license all season, if he just now wanted to start fishing, he would need a license as well
