Is it still legal to hunt coyotes with the use of hounds?

The rules for use of dogs on coyotes are:

If there has to be confirmed predation on livestock. This is done by contacting your local Ag fieldmen. If there is predation, a permit can issued to the prescribed land where the predation took place. The only land that can be used is the land owners. Hound hunting has become a tool to control predation, its no longer a sport were you can go hunt coyotes for the day. Even some counties or municipality's are not giving permits, its just to much controversy.
