Is Dickson dam open to fish?

I was wondering if downstream of Dickson dam is open to fish until March 31 or March 15?

Red deer river: mainstream from Dickson Dam downstream the the Tolman Bridge including all named and unnamed tributaries (excluding Medicine River)
open May 15 to Mar 1

According to the regulations, pretty easy to check for yourself next time :)
