Hard to say what happened, but I'd agree, high probability that walleye is blind in that eye.

My guess is that it has been caught before and the eye was exposed too long to arctic air and froze; doesn't take long at -20. Important to keep wet and frost free for release.

I'd definitely agree! That is most likely what happened.
