We used to stop by there after work some days and just fish from the bank. Not sure how much help this will be as it has been quite awhile since we were there.
We would take the first road South of the bridge and go East a few miles. Then turn North towards the River, there was a lease down close to where we fished. Had to hike in a little ways. There was some kind of cooling or pumping station there as well. Not sure if it is even still there, might have been abandoned by now.

I remember catching some nice Walleye there, buddy caught one close to 8 lbs. We used to catch some HUGE Goldeye as well.

If you have issues accessing that spot, try right under the bridge on the south side on hwy 41 or a few hundred yards around the bend to the east. Depending on how far you want to travel from Elk Point you can try where the Vermillion river dumps into the NSR at Lea Park. Those are the easiest places to access, there are others but you need to hike 30 min or need a quad to get to them.

If you can get your hands on a boat head down around the salt plant on the way to Whitney lakes PP.. we caught a bunch of walters right around that area..
