Selling non sheds

Are you able to sell non-sheded antlers? Reason I ask as kijiji Edmonton sure had a lot of euro months and even one skull cap with fur still on it. I always was under the impression unless it was a shed it could only be given away with paper work.

In Alberta antlers with skull plate attached can be registered with F&W and after 3 years can be sold. I think other provinces might have different laws so on kijiji in Saskatchewan maybe it's ok.
