Ultra lite rod - reel not going up and down fully?

I got a used ultra lite rod with an old shimano fx100 reel on it, it was tangling up a lot so I put new line on it, but its still having issues. It sort of looks like its not fully going up and down all the way when reeling it in, so then theres kind of a gap at the top where the line doesnt get reeled on properly, but then the line will slip into that spot and become loose and then get all tangled when you cast.

Has anyone seen something like this before and have any tips on how I could adjust it? I might also just buy a new reel if its too big of a hassle to fix, so I'm also looking for advice on picking out a reel for an ultra lite rod too.

thanks for the video link. i'll open it up again and check if thats whats happening with mine. it is still going up and down as you reel, it just doesnt seem to be coming down all the way. mine is also a rear drag style so its a bit different but i think its still the same idea.
