Minimun or maximum size limits better for the fish??

Looking for a good discussion.
I read an article (will try to find) about a study in Northern Canada that showed that minimum size limits damages both the genetic potential of future fish, as well as slows down repopulation because minimum size slots take out the best brood fish.
Any thoughts welcome.

Both and neither it has to be considered on a lake by lake basis, and where the fish population is now.

I have also seen where it changes as certain goals are met.

step 1. get some spawners (one slot limit)
step 2 don't screw it up again (another slot type)
