Is it illegal to ice fish beaver dams? What about the open water below a beaver dam?

Reason I ask is that while out in the west country I have come across many beaver dams with running water at the outlet side. You can see the fish so you would obviously think that there are some upsteam in the dam as well. I was just wandering if you can drill into the dam or if you'll get whacked with a ticket.

I am not sure,
but whatever you do do not drive any vehicle near them,
2 weekends ago we went through the ice 4 feet away from a beaver dam,
thank God there was only 5 ft of water, and we were pulled out after a long fight.....

Under the "general sportfishing regulations" it states:
Additional Restrictions:

• Fishing is prohibited by any method within 25 yards (22.86 m) of the lower entrance of any fishway, canal, obstacle or leap. Weirs and dams are considered obstacles.
•Angling is not permitted through the ice: a) into beaver ponds or b) into flowing waters in Zone 1.
Know your regs my friend..it could save you a lot of money someday.

Your ok fishing in the open water if the stream is open. But cant fish through the ice on flowing water.

It is illegal to ice fish into a beaver pond. You can fish them when the ice is off and the stream is in season.

Is it in ES1? Because you can't fish streams in ES1 through the ice.
