Your going to have to wait till the ice is off and it fills back up again! But you can fish from the Dam that heads across to the campground. And..... if you go across the dam follow the road that heads up the lake to the dead end. There is a rock point there with a drop off. You can see the fish below cruising the drop off on a calm day. Flour/Orge Panther Martins have worked well as a spinner in the past

Spray Lakes Reservoir – Open all year – Trout limit 5, but only 3 may be Lake Trout; Mountain Whitefish limit 5 over 30 cm; Bait, except bait fish, allowed.

Read your regs!!!!
You might also want tho check out the definition of "Bait" and "Bait Fish"

Dead salt-water baitfish are still allowed: herring, anchovies, smelts. No dead freshwater baitfish, such as minnows.

Was there yesterday, still lots of ice on the lake.
It is open water near the damn tho.
good luck, be careful if you are around the open water as I am sure what ice is left there is weak
