Can you fish with jigs in the summer. If so how do you set them up on your line?

Tie it on. Or are you sure you know what a jig is? I fish all year long with jigs.

See that little loop to the left of the jig head, tie your line to that. Slide on a yellow, white or red rubber twister tail. Cast it out then reel it in slowly, trying not to get hung up on the bottom. Don't use a leader if fishing for walleye.

Yep,

As a wise Fisherman said on here.. Use as 'small a jighead' as possible for the 'conditions' you are fishing in Wind, Chop, etc.. and tip it with 'bait' of your choice.

To setup a 'LEECH', put its 'mouth' through the hook (don't forget to pinch that barb!) and that's about it. It'll curl up on the hook, but once it hits the water... It's ALL action!

To setup a Minnow, I like to put it through the bottom of the jaw and out the top of the head. Some like to put it through the back as well, as some think it looks 'more natural'.

To setup a crawler, I tend to use a WHOLE worm and hook it through the collar and slide it up to the Shank. Alternatively, you could merely 'slide it' up the hook starting at the nose. Lots of different ways...
