Quantum energy pt spinning reel question

I just bought a quantum energy pt spinning reel from the fishing hole yesterday. I havent tried it yet but i noticed one side of the bail wire is a little bit loose. Is it supposed to be like this or should i return it?

Not sure where you hang your hat but if I were you i would return it.
