I'm not sure but it seemed to me that in years past the regulations stated that there was a "bait ban" at Spray Lakes Reservoir, and that the only bait one could use to fish lakers was smelts. However, in reading the 2010 regulations specifically with regard to Spray Lakes Reservoir it states that "Bait, except bait fish, allowed". Is this implying that one can now use artificial scented baits (ie. Powerbait)??

Pretty sure the regs at Spray have been the same for many years.
"bait, except baitfish, allowed..."
Just look up the definition of "baitfish" in the regs to see what you CAN'T use...
