I have cut down and refinished the stock on an old Winchester Cooey - Model 39 single shot .22 (my first real gun after I proved myself to my Dad with a pellet gun). I would like to put a scope on it for my kids to learn on, but it is not tapped for scope mounts. I was wondering if this is something that could be done without taking to a gunsmith and paying out the teeth. Any thoughts?

You would need considerable talent experience and tools to do this well. A gunsmith generally charges $15. a hole to drill and tap. they have to be perfectly aligned so why take the chance on messing it up.

It can be done, if you have the right tools and the training or experience to use them properly.

I wouldn't recommend it though. It does require considerable precision to get it right.
A botched attempt could make a good installation very difficult and or expensive. Perhaps even impossible.
