why are some lakes open year round and some arent like utikima

usually the ones open year round are stocked trout lakes.
the ones with pike & walleye usually all close for spring spawning.
not an issue with the stocked trout.

Clear Lake by Stavley is open all year don't know about PCR

Utikima has a very high winter kill rate, seems like every 3rd year or so it winterkills to a degree, so they just leave it open year round. Its a very shallow lake and not too much can be done other than to utilize the fish. It sure comes back strong though after a kill

Utikuma also has no boat launch. Access during the summer is through 4 rt of mud and then into a rubber raft or canoe.
Not a lot of fishermen that keen.
