I have the flush mounts and I bought some longer bolts and added another piece of wood under the surface where the downrigger mounts. Any force is then spread out over a greater area. Your biggest worry shouldn't be a fish breaking the rod holder, but getting the balls hung up on some rocks or something as you are trolling along. If the downriggers are not mounted solidly, they can get torn right off the side of the boat if the balls get snagged on some rocks or something.
