What would run thru your mind if a guy you didn't know anything about, gets out of his vehicle in the basement of an apartment block. opens the car, slings up a rifle and starts walking in to the building?
Do ya think someone may get a tad nervous about that? Most people wouldn't know if it was locked or not, or unloaded or not. PO may not be able to see that, wrong reaction could be a problem.
