We really do need to restrict what a 'resident' is.
I'd say a resident must provide 2 years proof of paying alta income taxes.
Plus two years of occupied residency?
Why two years?... Just cuz.
Don't price me and my kids out of an opportunity to hunt a resource that is as much mine as it is yours.
