Even if Joe resident doesn't get to shoot that mulie buck, he will still be paying into all those things you've mentioned. So in reality, all emotions aside, Alberta benifits more from the American. Don't get me wrong. I think the residents should have priority, but economically Alberta as a whole benifits more for allowing frank American to come drop 10k.
