When you say the Rainbow was missing part of its tail, I am guessing you mean the caudal fin, and not the actual fleshy caudal peduncle? Upper caudal fin clips (with scissors) is a common non-permanent method of marking previously captured fish when conducting population estimates. The missing portion of the caudal fin will grow back.
