It's an issue with the manufacturer.
Ruger has chosen to really hold back on making scads of No. 1's over the last half dozen years. They are only producing specific chamberings each year as well.

Clay at Prophet River can explain the nuances far better than I can, so drop him a line.

Second to the manufacturing position is the fact that between the price point and the fact that the rifles are single shots pretty much makes them a nearly custom proposition. They were spendy, and are a niche item catering to a small sub sect of the demographic.
In other words Ruger makes and sells way more 10/22's and American's than No.1's.
It's all about the ROI, and making their investors happy.
