Second to the manufacturing position is the fact that between the price point and the fact that the rifles are single shots pretty much makes them a nearly custom proposition. They were spendy, and are a niche item catering to a small sub sect of the demographic.
In other words Ruger makes and sells way more 10/22's and American's than No.1's.
It's all about the ROI, and making their investors happy.
