I would guess FINNIE is the name of the maker, or what the maker named the knife. O2 is probably the steel the knife is made out of. It’s not all that common that you see it, but if the heat treatment is good should be a decent blade you have there.

O2 is a commonly used tool steel in traditional hand woodworking tools such as chisels, handplane blades, etc. I have quite a few O2 edge tools.
