It's never going to happen. This useless government is all about making Big Announcements, but has no competency at executing anything.

When all the Reserves have clean water, maybe I'll worry, but really, all they have done in 8 years is legalize weed, and double the debt (while making liberal friends rich).
Some company, probably from Quebec will likely sign on, then they can cry to Ottawa for a bailout if it costs them business when people find out they are involved.
