Send him back at least temporarily while his application is processed in a normal timeline. See if his “marriage” is a real one or one of convenience by a fellow activist to help his immigration status before approving it as he seems to not have deep roots in Canada. I’d be happy personally to see him gone but bare minimum procedure needs to be followed and send him back until everything is processed.
