The LNG to Europe plan hinged on available natural gas, locally.

There was some off of Sable Island at Nova Scotia but that has largely been recovered. There is little other gas on the East Coast.

There WAS a pipeline that could have carried gas through Quebec, but it was Alberta gas and the line was being shut down due to maintenance and upgrade issues.

It was proposed to sell Oil to the Irving Refineries through this existing pipeline after upgrade as that would make economic sense. The gas tolling charges were not viable, because of the distance.

But the Mayor of Montreal was not having a "dirty oil" pipeline in his City, and that was the end of the good will.

The gas line has been abandoned, and reclaimed. The East can freeze in the dark for all their good will to Alberta on buying Canadian Oil as opposed to buying Saudi oil and shipping it across the Atlantic.
