A 16' boat is always a better option if the pocket book allows it.
I would suggest, for similar money, a 16' SSV (20" transom model) with a 40 hp motor on a tiller.
This will be a much better fishing boat with more room to move around.

X2, this would be a fishing machine, I had the SSV16 in a 15" transom with a 20, the 20 was a little light, but three of us could all stand and fish in this boat. When by myself that 20 pushed boat with lots of speed.
