I am reading it properly. Look up the definition of except!
Sticklebacks are legal to use and the only legal one you mentioned in your post.
Carp, goldfish and the western silvery minnow are not!
OK. Will spell it out.
Bait fish exceptions are: Carp. Goldfish. Western silvery minnow. Hint-you cannot use them for bait.
So by your reasoning, as well as AdverseCity's, Carp are smelts or herring?

Also note Herring and Smelt are "saltwater families" and specified. Not Carp etc. If it doesnt fall in one category(bait fish) doesnt automatically put it in with Smelt and Herring!


Have you noticed another invasive species being made illegal to use as bait?

Crayfish.
