There's already over a foot of snow in places, which means 95% of those units don't hold any elk. There's also a lot of work going on (leases and pipelines), a lot of it in prime winter range. So that leaves you 1 or 2% of the zone to hunt. Find it, hike in, and hope to see something legal.
