Because many feel it is a privilege to take advantage of someone else's stuff and if caught they can always say sorry because there will be no harsh consequences dealt out immediately....too bad

Now if this trail rider fella faced immediate loss of horses, tack etc and a hefty say $10,000 fine he would not have mossied on down private property with his clan in tow....
