That is John Ivison speaking. He is not quoting anyone, he is offering his opinion.
The police failed to act because it was a legal, peaceful protest. They had no legal grounds upon which to act.
John Ivison fails to mention that fact. Instead he suggests they did have legal grounds to act.
He trying to appear impartial but his words reveal a strong bias against the protest.
