Just like when buying a vehicle, allways get the bigger motor.
It's better to have the power and not need it then to need it and not have it.
I had a 15Hp on my 14' and when I was in the NSR with a few friends going up stream we were barely going anywhere but on a lake with a few of us it was just ok.
You can get a 9.9 and run it maxed out often or get a 15 and go easy on the motor and allways have enough power on hand. Registration is cheap and easy.
Imagine being far from shore on a lake like Calling or Cold when the weather turns like it loves to do, you will be glad you didn't cheap out on an underpowered kicker.
