Oh.....there's still some big sheep around.....

How about habitat enhancement and predator control? That would be my first choice. Throw in an end to unregulated harvest of trophy sheep and you may be surprised with the end result.
Draws are not necessary. Nor is full curl. That idea is about as dumb as the 6 point elk draw
