If it is all about the hunt then they should be ok with being able to hunt all of general season.

Could be the nice weather, or to get into the elk rut when it's in full swing. Could also have something to do with the range. Personally I think it is too hot to hunt in September, really got to work hard and fast to save your animal after you shoot him.
